Procurement Manager
Job Expectation: The Procurement Manager oversees sourcing, negotiation, and purchasing of materials, equipment, and services to support operational and project requirements, ensuring cost-efficiency and timely delivery.
Key Responsibilities:
1. Plan and implement procurement strategies aligned with the Company's Policy.
2. Forecast and ensure availability of materials, spares, and services required for preventive and corrective maintenance activities.
3. Prepare and issue RFQs/RFPs/ITTs in compliance with project specifications and company procurement procedures.
4. Evaluate technical and commercial bids in coordination with engineering and project teams.
5. Negotiate with vendors to secure optimal terms related to pricing, delivery, quality, and warranties.
6. Finalise procurement contracts, ensuring adherence to project timelines, technical specifications, and client requirements.
7. Identify, prequalify, and manage vendors and subcontractors, particularly for HV equipment such as transformers, breakers, isolators, and relays.
8. Ensure timely delivery and logistics coordination to meet site operational needs.
9. Monitor and control procurement budgets and seek cost optimisation opportunities through competitive sourcing or bulk procurement.
10. Ensure compliance with applicable standards (ISO, client specifications, regulatory) and internal HSE and QA/QC policies.
11. Maintain complete and organised procurement records, including POs, contracts, inspection reports, and delivery notes.
12. Coordinate with warehouse and inventory teams to manage stock levels and ensure traceability of HV spare parts.
13. Track vendor performance based on quality, delivery, and service, and manage NCRs when required.
14. Support emergency procurement for fault rectification and urgent maintenance work.
15. Utilize ERP systems for procurement processes, reporting, and documentation.
16. Prepare procurement progress reports for internal reviews.
17. Identify procurement-related risks and implement mitigation strategies (e.g., alternate suppliers, buffer stocks).
18. Collaborate closely with operations, maintenance, engineering, and finance teams to align procurement with project execution.
Required Skills and Qualifications:
Bachelor’s Degree in Supply Chain, Engineering, or related field
Strong negotiation and vendor management skills.
Proficiency in ERP systems and procurement software.
Holding an Omani Driving license - Preferred
Oman Experience is preferred
Experience Required: Minimum 8+ years of procurement experience in the energy, utilities, or infrastructure sector)
